If you’re hiring a foreign domestic helper in Singapore, understanding maid insurance and security bond requirements is essential before you begin. The $5,000 security bond is not optional it’s mandatory. Required by the Ministry of Manpower (MOM), the security bond acts as a guarantee that you, the employer, will fulfil all your legal obligations towards your helper.

In addition, employers are required to arrange maid insurance and security bond coverage to protect both the helper and the employer, ensuring compliance with MOM regulations and providing financial protection in the event of accidents, medical emergencies, or breaches of employment conditions.

💰 What Is the $5,000 Security Bond?

The security bond is a financial guarantee—S$5,000 per helper—that must be posted by the employer to MOM before the helper can begin working.

  • It does not require cash upfront if arranged through an insurer (Letter of Guarantee)

  • It’s not paid to the helper

  • It’s refunded when the helper’s employment ends without violations


🔍 Who Needs to Provide the Bond?

All employers of migrant domestic workers

You are responsible for ensuring the bond is active throughout the employment period.

⚠️ When Can the Bond Be Forfeited?

The bond may be partially or fully forfeited under these conditions:

  • Your helper runs away and cannot be found

  • You fail to repatriate the helper upon work permit cancellation or expiry

  • Your helper breaks the law, and you did not take reasonable steps to prevent it

  • You breach MOM conditions, e.g. fail to pay salary or provide rest days

💡 Good news: MOM rarely forfeits the full amount if the employer can show effort and cooperation.


🚨 Run-away Protocol & Partial Forfeiture

If your helper goes missing:

  1. Within 1 week, file a police report and cancel the Work Permit

  2. If the helper is still missing after 1 month, MOM will forfeit S$2,500 (half the bond)

  3. If you locate and repatriate her within 3 months, you can appeal to MOM for a refund of the forfeited half

  4. If the situation isn’t resolved after 3 months, the remaining S$2,500 may also be forfeited


📤 Bond Discharge and Refund

Your liability for the bond ends when:

  • The helper’s Work Permit is cancelled

  • She has left Singapore

  • No employment conditions were breached

MOM will release the bond automatically about one week after the helper’s departure and will send you a discharge letter. No further action is needed if all conditions are met.
